I swear I've never used Praetorians as anything more than another good place to sell guns and armor. Not sure how I would categorize JKK, but yes, they tend to have high quality cloth and components for stealthy gear. JKK faction gear is more generally useful, since the jacket is just so cool.
The faction traders are among the best in the game, so they will give more opportunities to get the high quality parts you need. So it's both Constantine can provide everything you need and an appropriate faction merchant still helps.

Main advantage of JKK is you can save skill points if you want persuade. Especially if you have 5 will.
The shop can sell good things though. It's just that there's a huge variety of things it sells so the likelihood of getting something you actually want to buy is pretty low.
