No TM?

I got the game and now looking at the character creator there is no option to spec into TM. All the lets plays and the web browser character designer have TM. It doesn't look bugged, and have had no bugs so far. Did it get removed or does it become available later? None of the NPCs in south station mention it like the other 3 sci schools.

This isn't relevant but the title of this post makes me think of "No ♥♥♥♥♥♥♥?" every time I look at it. Also, the final area of the DLC is my favourite part of the entire game

TM is incredibly overpowered for how little investment it requires. Stasis is literally a broken-tier ability.

15 AP, 1 turn cooldown reduction, and stasis for 2 turns for 70 skill points and no will isn't insane at all.
