About following the Phreak questline

I have done the 3 oligarchy questlines in previous runs, I have not done Phreak yet.
I have 0 hacking and 0 electronic points in my build, can I still do his questline?
Also will I still be able to do the quest line and get my Core City house like the other 3 choices?

If you want to do both Phreak and oligarch questlines you have to do the former first, since midway through the corporate questline he becomes permanently unavailable.

Can you complete the oligarch questlines if Cornell is gone from the sewers? I have talked to him during the "Find HV cables" Phreak mission, exhausted all talking options, including about a boy, and let them go.

Doubt that, since Coretech demands his head as evidence of his death. Not sure about JKK of Praetorian Security, since thwy need only info.

JKK can be completed, it seems, as I am on their last mission since then.

On my first run I joined Coretech and left Cornell alive, so it's not a problem.

Does anyone know how Phreaks "Friendship" works? I'm doing a sledgehammer build now and I really want to see if I can get those melee patches you apply that he sells
Last time I was doing a knife build and It seemed like I couldnt get far enough in his questline due to him not liking me enough

Seems like it's mostly set from the first conversation you have with him. I haven't done that much testing, but it seems like overhearing him on one of the phones and telling him about it seems to make him like you. I assume the persuasion option does too if you can pass it. If he likes you then he'll open the trapdoor leading to the sewers at the end of the first conversation, so there's an easy indicator at least. If he doesn't open it you should probably load and pick different conversation options.
You can always finish his main questline. If he doesn't like you he won't sell capacitative sheets/forged tickets and won't help you cheat at Gauntlet, but his main quest is always there. You can do it even if you murder him. Which is the point, it's a backup if you somehow manage to aggro the oligarch factions and can't get to the cube facility their way.
