Im probably an idiot, but how do you charge your jetski?

Right click a battery in your inventory while on the jetski, select the option "recharge object", click on the jetski.

is it possible to lockpick them? they have a skill requirement but lockpicks won't highlight them as a possible object

They have a special object for that, it is based on lockpicking too. Look closely to different stores, especially of mechanical persuasion.
