Flurry specialization and Limited Time Increment can help you with the cooldown.
The thing with Flurry is that it deals 3 separate hits, and even one failure breaks the sequence, so there's some basic math in your way.
Math primer: Probability says that the chance of two events A and B to follow each other is P(A&B) = P(A) * P(B). If there's more events in the sequence, then you just multiply them. If it's the same event (hit with 95% probability), the probability of it happening N times in a row is P(Hit) in power N, so P=P(Hit)^N. Also don't forget probabilities are normalized to the [0;1] interval.
At 95% THC, you're getting 0.95^3 ~ 86% chance that all 3 hits are actually going to land. For two flurries in a row, double the power: 0.95^6 ~ 73%, and so on. Thus your chance to successfully execute 5 flurries in a row (with 95% THC) ends up at around ~46%.
All of that that, once again, is at maximum possible hit chance of 95%. At just 80% THC, 5x Flurry has a mere 3.5% chance of success.

Could just be 'bad luck', but that can't really last for long, either.
I'm playing swordsman as well (with the latest version), and my flurries work fine.
