Neural Overload consistently doing 2-3 damage.
So I was experimenting a bit with psionics after playing a fair bit as an AR kevlar bag. This was on 1.1.1.6 version (no further comments), and Mental Overload was a very decent first psi power. Now on this version it is barely better than just punching the early enemies in the face. Am I missing something? Because the thermics powers seem to be working pretty fine (in fact I am playing thermic right now partly because of this).

What are your stats like and who are you trying to zap with NO?

I started the game with 10 will and 8 int, and tried to zap early enemies, like rathounds. My best guess on what's happening, is that the Resolve resist is being more enforced now than on previous versions, and thus, without a solid amount on Thought Control, you can't do it.

That said, a bit harsh, considering it often the very first psionic power a player gets.

Each point of an attribute above 4 gives you an 8.5% increase to its related skills. So 10 will should be giving you a 50% increase, meaning your base 0 thought control will boosted to 0*1.5=0. 0 is not a high number.

Okay but, on 1.1.1.6 the power would at least do the damage it said on the tin can. Is it enforcing the resolve resist more consistently now?

Have you even invested any points in thought control? What's your effective skill level?
King Fossil Jul 8, 2021 @ 8:54am
Yeah, resolve got buffed vs neural overload. Not sure why. Helps you against enemies using it so that's something at least.

I'm using a pure thought control build with a bit of TM and i consistently destroy things on hard difficulty.
-Max out Thought Control every level
-Craft a Psionic Headband that boosts TC, Neural Overload damage and reduces the cost of TC "spells"

Direct damaging psionic skills are better suited for pure psionic builds, for hybrids there are tons of utility and synergies
