Do I have to max all tech to be able to craft everything?

Note: You also need to factor in the various buffs to Crafting skills that can save you from having to invest as many points as you think. Again, there's a bit of a spoiler involved if you don't know about what you get to buy around mid-game.

Not even close. IIRC, the highest quality gear is 164, and the highest skill points you'd need to craft anything is:

170 Mechanics for metal armour.
~150 Mechanics for the sniper/assault rifles
144 Mechanics for the infused pig leather boots.
128 Mechanics for most everything else
170 Electronics for energy shields
~150 Tailoring for the best leather armours,
144 Tailoring for the best tac vests
112 for explosive grenades (you could also ignore high level Chemistry and instead use electronics to use plasma grenades).
150 Biology for Expedition poisons, although you could do just fine with other poisons.
130 Biology for the Spoiler Drug in the final area
100 Biology gets you everything up to and including the best healing potions.

All of those are theoretical, so using the max possible quality for all components, which is unlikely unless you're using cheat engine to reset vendors' stock.

Also, those are effective skill ratings, meaning they can be increased by temporary buffs.

Between crafting benches, (+15%), under pie (+3), Hypercebarix (+2 Int, increasing crafting skills) and All-In (+3 to all stats, including Int), even a moderate investment in crafting stats can let you craft everything you need.

Highest quality before DC is 169. DC items can go up to 190 or so. I've personally found 185 quality down there so I know that's possible at least.

Yeah, I found two items in DC that were 180+: a 184 ballistic pannel and a 188 Chimera AR frame, but they were certainly exceptions.
