For lockpicking and hacking, having a skill of 115 in each is good enough to unlock mostly everything. You can put 135 in Hacking if you want to make a fight in the Deep Caverns easier and learn some more of the game's lore.
Keep in mind that I don't mean put 135 skill points toward a skill but put enough skill points in that skill for it to hit 135. For example with 7 Intelligence you'll hit 135 in Mechanics with just 108 skill points, but if you put 135 skill points into Mechanics you'll have a total skill of 169.
Just keep in mind that most builds won't need the max for all the crafting skills.
And there's no guarantee you will find the best possible quality ingredients which in turn will require that maxed out skill level.

This is a Metal armour wearing Assault Rifle build.
130 Hacking without tools, is highest check at a computer terminal.
130 Lockpicking with Jacknife and Mark 3 tools. 135 with Huxkey tool, but there is only 1 lock with that requirement.
112 Traps with Jacknife allows you to set Mark 5 traps (95 highest requirement) and disarm most enemy traps, but not all.
110 Perusasion to pass all checks.
105 Mercantile to pass all checks.
170 Mechanics with Crafting Bench in your house. Highest possible check 169 but extremely unlikely you would find the ingredients that good. This covers Metal Armor and Assault Rifle.
159 Electronics with Crafting Bench in your house. Matches highest possible requirement for an Energy Shield.
112 Chemistry with Crafting Bench in your house is required for Mark 5 Grenades and Traps. Only reason to go higher is if crafting Chemical Pistols.
130 Biology without bench is required for Super Soldier drug. That's highest requirement.
131 Tailoring with Crafting Bench in your house. This is good enough for Tabi boots I would make on the build. A leather armor build would need 159 for highest possible requirement with perfect ingredients.
This should give you an idea. But keep in mind, the best ingredients you are likely to find would require probably 20 to 30 below the theoretical max skill requirement for crafting Mechanics, Electronics and Tailoring.
Chemistry and Biology have set requirements depending on what you are crafting and those can be looked up on the Wiki.

Level 25. Will go up to 30 when the DLC comes out.
You get 6 attribute points during leveling, at 4, 8, 12, 16, 20 and level 24.
You get 14 feat selections total. Two at character creation then 1 every even level starting at level 2. You can also get two other feats from completing a quest for each one: Fisherman and Hunter.
Never went with that build before. You'd have to check Destroyer's guide. He has a section specific to Chem pistol crafting requirements.
