I don't think I ever came across him before level 18 or so. Most everything around Core City is going to be significantly higher level than you.
And yeah, Qiox got it right.
And yeah, 460 HP is not a lot. I'm currently with a stealthy sniper build, one shot is enough with piercing bullets to get rid of it.
Also, some build don't allow to do some fights or only very late once you're hardcore and dominating. Like Carnifex if you want the Invictus title from the Arena, there's many build that won't work well. And in some dark places, you'll get some monstrous Death Stalkers and Crawlers, which require good planning and strategy to fight.
This fight is far from being one of the most difficult.
It's a hard game. And the psi build is quite hard to specialize properly considering the number of skills it offers. Again, at level 12 you are pretty weak, at least if you're not experienced with the game.
I have explored, I have done every side quest I can, and yet with a full psi build I am constantly reloading the game due to absolute ♥♥♥♥♥♥♥♥.
Lurker Snipers doing 200+ damage that goes through shields.
Enemies spamming mark 2 or 3 frag grenades.
I have 125 psi, with 17 psi regen yet for all the ♥♥♥♥ riding psi gets it seems useless when you aren't able to use your abilities most the time because of lack of psi.
I'm really finding this game to be a flawed mess that is only loved because it has the git gud effect where it allows others to be elitists ignoring the fact that most reload fights 8 times each to win.

I'm sorry but their is a diffrence between subjectivity and objectivity, investing points into a skill where you can have 50 points invested but still run a chance of throwing a grenade directly at your feet is not worth the investment.

Making negative reviews is not trolling its voicing dissastifaction with a product. When I first played underrail I gave it a positive review as it was enjoyable and didn't make me tear my hair out or restart from the beginning after 30 hours in.
I dislike meta, its stupid and is removes the enjoyment of a RPG, my fondest memory in a RPG was Dark souls where I found the Painting guardians sword has S scaling in damage when enchanted +5, did bleeding, and had a dagger moveset despite being a sword AND got back stab bonus.
That's what makes RPG's fun, not turning around and going online so you can use someone elses build. At that point are you playing the game or is the game playing you?
Also by now I've gotten past Choppa and the cannibal.
EMP also is useless bro, its a 1 turn stun with a 2 stun cooldown, so you have a chance to do some additional damage but then have to run from them.
Which is what I did I aggrod chop from the cannibal, stun then force punch, run for two turns repeat stun with Electrokinyeses then repeat.

For Mark 1 and 2, yes 2 turns. For mark 3 it stuns for 3 turns.
