If you have 10+ Agi, you could use the Blitz feat. But that has a very long cooldown.
You may be able to make certain actions instant.
There's a haste in the upcoming expansion, if you use that school of psi.
tichrome weapons have less ap costs
rapid reloaders make guns costs less ap
tabi boots decrease melee ap costs
plenty of feats reduce ap costs in various ways
As far as other AP boosts, what has already been mentioned works, but I play with high will, high intelligence, high agility builds, so strength, dexterity, and constitution are the first things I scrap.
