After some time, you'll be able to enjoy improved jet ski for free anyway, albeit without rocket, at least it has good enough speed and stability. And since you're murdering pirates, just put their jet's item on your aegis patroller.
In the end, those jet ski are just money dump if you don't wanna pimp your crib, or buying super steel

How did you manage to steal a Protectorate Cruiser? I don't have any skill points in thievery (Pickpocking). And won't this makes enemy with the Protectorate? How do you manage to get it back to the Dead Sea? BTW where's The Rig?
Alternatively you can steal another that's west of The Rig on an outpost manned by 4(?) Protectorate troops with 2 auto-turrets.
The other one The Rig requires stealth and picklocking so that's out of your abilities, and no, you won't be an enemy of Protectorate except for the troops that see you in their cruiser but otherwise are pretty avoidable by far.
As for The Rigs location, it's directly south a bit east out of the Core City docks. From the Black Sea, it's about 8 zone-ish west from the Black Sea gates and slightly south. And yes you can bring it back and forth from the Black Sea to Underrail waters etc etc.

Generally for range char you want a jet ski with high stability
For melee char you want a jet ski with high maneuverability
The to hit chance for these build using the right jet ski (whether high end or not) is very significant. More expensive jet ski = better jet ski engine/suspension slots = better hit chance. This is especially noticeable if you don't have Improved Naval combat (need AGI 7) riding junk jet.
For psi, hit chance is not an issue, so you either go for max speed (running away at the end of every turn so enemies are out of range) or max cover. I opted for max speed but YMMV.
As for Protectorate Cruiser the most straight forward way to obtain it would be killing everyone at Port Zenith (the two maps). Yes Protectorate will be hostile but they don't really have a large presence in the game. You'll be fine as long as you stay away from Fort Apogee, Upper Underrail.

As you can see Protectorate Cruiser is on par w/ Aegis Patroller so it isn't really *that* much better. The draw for Cruiser is that you can get it even before you start expedition.
Edited: *correction* Just tested - if you kill everyone at Port Zenith Fort Apogee won't be hostile. Very strange as the game seems to treat them as two separate faction (Protectorate Marine + outpost vs. Fort Apogee) just like Black Eel (The Rig vs. Junkyard Black Eel).
