I'm on my first run and messed up my build a bit, but it's tremendously fun build (if done right) I can see that
Actually, crossbow is the king of stealth. First of all, very strong alpha strike, it's ranged and completely silent, also with option for disabling enemies that you can't kill (shock bolt to stun and fire bolt to scare animals).
Sniper rifle packs MUCH more killing power, but is pretty loud. It's recommended to use it from a large distance and placing bear traps between yourself and enemies. Rapid Spearhead allows you to kill 2 enemies per round, which with a distance means that at least 4 of them would be dead before reaching you. It is also recommended to have a side arm (usually it's either pistol or smg). Pistol is good only because of the Gunslinger feat that gives you +7 to initiative when you wield it in your active weapon slot, you can combine it with Paranoia and win most of the initiaitve rolls. SMGs on the other hand has a potential to be lethal to your enemies even with small amount of investment (Spec Ops and Commando feats) and also can be made silent, which opens the ability to pick enemies one by one in the large area when you don't want to fight them all at once. Honestly, you can do both, since sniper rifles only have 4 feats that they need - Aimed Shot, Snipe, Sharpshooter, Critical Power, so you have a lot of room to spare there.
Asking because I just done the lost train quest and that douchebag of a sniper one shotted me all the time from the other side of the map while I couldnt even see him and I have 10 perception +NV goggles.
The enemy was stealth. We must take paranoia to see such individuals.
I do recommend taking Special Tactics feat. Start the combat from stealth, activate Special Tactics, activate NVG (if needed), Snipe someone, Aimed Shot someone, shoot fre bolt (preferable shock). Most of the time that's -3 combatants already.
You can craft Cyclon with Pneumatic Reloader, making it possible to make 4 ordinary attacks per round with Adrenaline Shot (5 with Special Tactics). That's a pretty powerful alpha strike.
Don't forget to invest in max stealth for bigger damage from Snipe
Psionic attacks are mostly silent, just like melee weapons and suppressed 5mm pistols and SMGs, although I've never considered the pistol / SMG useful enough for quietly assassinating someone in one turn before combat starts and they get to cry for help.
T.N.T makes the most noise, I think. Seems to attract everything on the map, I remember one such extremely mean zone near the Black Crawler where there's some rocks, if you T.N.T them though you're going to have about 10+ Crawlers converging on your location seconds later, it's nasty.
Perhaps in the future we'll get something akin to a BB gun that's a nice callback to the one in Fallout 1 and 2. Terrible penetration, terrible damage, but if you land a critical hit it hits like .50 Cal. Bonus points if it also makes no noise...although it'd probably be even more overpowered than sniper rifles already are when combined with Aimed Shot, lol.
As it is right now, Snipers are really mostly meant as a long range initiation tool to pick off high threat targets, before using other weapons to handle everyone else. They benefit quite a bit from the "focused" bonus you get for spending a turn standing still, even more so with a bipod, so they're not fantastic for moving and shooting with, but it is possible, just inefficient. Considering your "Guns" skill generously covers Pistols, SMGs, Assault Rifles, Energy Pistols, Chemical Pistols and Shotguns, you can juggle a backup weapon alongside your sniper without any real penalty.
Unlike most enemies you encounter, you don't have the luxury of standing behind a wall of meat shields picking targets at your leisure after the first combat turn, though. You can build some of the sniper rifles to be more flexible as a battle rifle though, specifically the Spearhead sniper rifle, especially with certain weapon mods and scopes. Not too shabby, it's like the SVD in that it can be fired twice in one turn - means you can open up with a Snipe and maybe follow up with an Aimed Shot, to take out two guys with your first opening move.
- One highly advanced exosuit mech from pre-fall technology and plated in the thickest durasteel armour and piloted by some decorated and well trained Protectorate hero, complete with a minigun, rocket launcher and a massive drill,

- One murderhobo from god knows where using an ancient, beat up rifle and one tiny tungsten cored fleck of metal with a bit of ballistic propellant?
Also, check out Vanishing Bomb before it got unnecessarily nerfed.
As for the sniper rifle itself, 7.2mm Rapid Reloader could reach 24 AP on some rifle, while Dragunov rifle only need 25 AP, and enough firepower to 1shot most of the non-tin can stuff. With Adrenaline shot + psi haste, that's enough for 3 shot + 10 AP leftover, or 15 if you get the feat, which is enough to throw flashbang and stealth out. Rinse and repeat
