If you're hunting for a nice pair of NVG's though, I wouldn't bother making them - assuming you have Expedition. If you follow through with Dude's questline, which you can do immediately upon opening up the games map - thus having access to a certain enemy that begs for tools like NVG's at your disposal - and you'll eventually come to a pretty unique part where a certain commonish enemy drops arguably the best set of NVG's in the game (assuming you're looking for detection, and not another goggles type anyway)
That mod is quite rare, even with high mercantile, it rarely showed up on secret shop. Coretech shop usually sells them. Also, rare items showed up more frequently after you finished Oligarch quest, so I guess you could prioritize finishing it, although Arena might be tough for some build while underleveled
Also, spec-ops goggle isn't that strong imo, and it has armor penalty, which might be a bad thing for some build. Also, lightning doesn't really affect detection imo. If you have decent trap / PER, just eat that 15% detection food
I coulda swore I made a really good quality set in my first playthrough to try and counter those sneaky bastards, but it only gave like 46% detection, so I kinda assumed for custom made goggles 50% was the cap lol. Gray with the 60% seemed really good. Hmm.

I guess at that point even the Black Crawler is on the lookout for you, not the other way around
