Pistols are kinda bad so you may want to try another weapon type. But maybe you can get away with it. But just be warned, they're kinda bad.
You should probably just dump all your level up points into perception. The higher your perception the higher your gun accuracy/damage are. Pretty important.
3 everything, 10 will+, 10 INT, pick either max agi for rest of skill point, or CON for more health
Pick High Technicality so you have high energy pistol damage when your psi ran out. Hell, you won't need any weapon if you managed your skill correctly, just go max all psi except 70 TM
Also, high int means saving lots of crafting skills, which will be very useful since you have to max 3 school, high TM and probably high Stealth, too. I also recommend putting some skill on Social skills. You'll get skill capped with very few base skill, thanks to very high Will
OH and if you run Tranquility, would recommend 6 CON for Fast Metabolism, you'll need that since you need +- higher psi point per turn to kill stuff, compared to Psychosis (although for Psychosis, 9 CON is better for Survival Instinct, thus you could pick FM anyway)
3 CON is still doable, but psi management will be pretty annoying
