What level should i be by the time i first reach core city?
So far i'm level 9 and almost every moderate encounter leads to my character getting his♥♥♥♥♥handed back to him, could only progress by abusing traps and caltrops since i reached the old junkyard.

Any tips? Not using psy at all and maxing the guns and crossbow skills each level.
Also one of my biggest mistakes was not investing many points in perception, it's at 6 (7 with the goggles)

Is it just meant to be so every encounter is completely out of your hands until you die a big bunch of times and end up knowing virtually everything about it?

9 is very low. You've basically only done the bare minimum critical path if you're heading to Core City at 9. You should be able to get to 8 easily before you do Depot A in Junkyard. Depot A should get you to 9, and then going back and siding with one of the gangs should get you to 10. Then head out toward Camp Hathor - there are a few quests that you can open up by talking to people in SGS after you bring back the circuit board. That should get you to 12 anyway. And this is all assuming you're playing with the Oddity experience system - Classic would probably get you another two to four levels. Then you can go to Rail Crossing and Foundry and pick up two more levels at least. Heading on to Core City before 12-14 is fairly fast progression. Slow down a bit, go explore some areas around SGS. Pick up a few quests and work through them. Then you'll find the area around Core City much more manageable.

EDIT: Oh, yeah, and you're going to want to reroll a new character if you're using Guns/Crossbows with 6 Perception at level 9. Unless you're on Easy, that's just an unwinnable build.

♥♥♥♥♥♥♥♥♥, man.
it already took me long enough to reach this point, don't think i have the patience to reset all.
and now that i've checked the wiki the devs also did me a favor making it so there's literally no item that can raise perception other than the blasted googles and a combat drug you get later on in the game

Sheesh, any suggested build for when i lose my last shred of sanity and end up reinstalling the game?

Two ideas.

First, there's a Cheat Engine for UnderRail. I know nearly nothing about it, so set to Googling. I do know that you can reassign your ability scores with it, though. If you don't have it in you to restart, that's maybe a possibility.

Second, there's a really, really, really useful FAQ that a user named destroyor has put together for this game. It does contain a bunch of spoilers, so you may want to skip it. But the spoilers are mostly marked so if you have the willpower to skip past sections marked spoiler, then perhaps you would care to look. At the very least, if you skip right to the character build sections, then you won't get too many spoilers. https://steamcommunity.com/sharedfiles/filedetails/?id=843557165

Here's a general summary in case you want to skip the FAQ and possible spoilers: Psi is very powerful. Stealth is very powerful. Sniping is very powerful. Once you know the mechanics, unarmed is surprisingly powerful. When in doubt, specialize more. More. More than that. There you go. Specialize that much at least.
