shooting mechanics is absolute garbage
I burnt out completely to miss shots with 13 perception with 75% chance of hitting 3 times in a rough. Sniper build they said, yes.

Its only one case.....but there are more of them
dodge and evasion, lights and distance plays a role. Furthermore I don't know what you expect with a 75% chance. That's RNG for you. Minimize your risk if you so annoyed with it. grenades are your friend.

Pffft. I've got three 1 rolls (misses) on d20 dice at Pathfinder Kingmaker in a row a couple of times, and double 1 rolls in a row a lot more times. I don't anything special about your situation. Normal RNG.

75% hit chance (3 in 4) means you have over a 1.5% probability of missing three times in a row. That's a high enough probability to realistically expect to see it happen several times in a play through.

True, unweighted, fair RNG feels unfair because you're used to playing games that cheat in the player's favor, either with actual outcome forcing or with bad luck insurance.
Its out of common sense. I managed to miss shots even with 82% where enemy was literaly in front of me. ITS NOT DND or Warhammer40k where you need to roll a dice to perform an action and all ingame calculations game does itself and gives you outcoming information. So I invested most of my character points in perceptaion and skills points in guns to make one shot/one kill sniper build and unexpectedly it doesnt scale my chara enouth to 90% chance of hitting target and its some where between 65% smgs and 75% sniper rifles (7-8 tiles far targets). In this case my hitting chances above 1/1 or 2/1, 3/1 but in result gameplay experiance shows they are 1/2, 1/3, 1/4 and even 1/5 so 50%, 33%, 25%. If game mechanics applies evasion, light and distance to resulting chances they are more like 25%, 33%, 40% - and it would be fare, punishing but fare. RNG distorts resulting chances and doesnt give you clear information ( when PSI abilities have 100%) Come on

Tbh with max gun and at least 14 Per, most enemies won't be a problem as long as you know the general mechanic. The most important part is lighting, as it'll decrease your hit chance up to 30% I think. You could use night vision goggles or just throw flare / molotov to combat this.
What makes me annoyed is how the maximum hit chance is 95% for non psi. It's ridiculous how a 19 Per mega gunner dude with top-notch equipment could still miss a rathound on melee range

Meanwhile some 3 Per blind-ass random cave dweller mushroom snorter pipeworker could shoot magical heat-seeking ice bullets that could 100% hit the target regardless of anything, as long as it's not behind fences (even then, said pipeworker could just use imaginary hand to fist their ass cavity)

And will miss even with 20 Perception and 340+ Gun skill. 95% is 95%. :)

That 5% is also massive annoyance for sword build, it would be better if the default hit rate is 90%, but it's possible to reach 100% if it has significant difference between target dodge/evasion and user skills

Well, I'm ok with that. It reminds me of DnD and others d20 games. When even if you outweight your target in attack-vs-defense more than 20+ you'll still got a chanse to miss because rolling 1 on d20 is always a miss. And you can even roll 1 on d20 several times in a row. :)
