True, unweighted, fair RNG feels unfair because you're used to playing games that cheat in the player's favor, either with actual outcome forcing or with bad luck insurance.
What makes me annoyed is how the maximum hit chance is 95% for non psi. It's ridiculous how a 19 Per mega gunner dude with top-notch equipment could still miss a rathound on melee range
Meanwhile some 3 Per blind-ass random cave dweller mushroom snorter pipeworker could shoot magical heat-seeking ice bullets that could 100% hit the target regardless of anything, as long as it's not behind fences (even then, said pipeworker could just use imaginary hand to fist their ass cavity)
