Report a translation problem
I belive she mentions the guys name as Hank and while talking to Ferryman he mentions a guy named Hank who used to discuss philosophy with him.
Also Donny in pirate camp tells you about a guy who apeared in their port and managed to ride off on a jet ski he stole.
Have no clue as to who he is or if you can find him.
I tried serching the wiki for the name of previus CC house owner thinking it might be him, but cant find it.

Right, almost forgot about that lore tidbit!
My interpretation of the guy at the top of the jaws was thou that it might be Yngwar, who (after exhausting dialogue) sets out to get to the Crystal once more. He mentions climbing to get there and there are shed snake scales next to the figure.
I'm too wondering if the broke-off spike "key" unlocks something...
Svana the ferrywoman led (PAST TENSE) Hank Wardell to the cliff of the glowing canine, he did the cliff escalation thing to the top, then got to the pirate village and is known there as "the white ghost" who stole a jetsky, "ghost" because he sneak-ed all the way of the town to the docks with his white hairs of ols man. Wardell is supposed dead after an explosion in his house, so no, you can't meet him.
Nowadays, if you meet Yngwar and have enought stats to persuade him to begin his journey/pilgrimage, THEN you find scales at the glowing canine. If you talked to him, he kinda made clear his story ... about being on a boat far away from the Canine and barely surviving at that distance already, not going to to top then "once more".
Check your facts dude.
My Yngwar theory is most likely crap anyway, since I slowly get the impression the guy at the jaws is there _regardless_ if you met Yngwar & exhausted his dialgue upfront or not, in my case I just happened to visit the Exiled before my first visit of the glowing canine.
I thought he mentioned something about going there (the jaws) again thou, as he was packing his things but ofc I might be wrong. I'm pretty positive he mentioned climbing to get "there" because I saw no boat, which I found pretty funny imagining wise ^_^
So ok, if it's not Yngwar at the top and not Hank (since he left after getting there as you described nicely and thoroughly, plus Svana mentioned seeing him again after the climb) who is it then?

I've always assumed that the story behind it is something pretty straightforward to the effect of "long ago someone decided to try smashing a monolith — and they succeeded, but not without getting annihilated by the backlash".
Came out of nowhere with no background, flush with money nobody knew where he got. Did not care about normal things, but liked fancy gear and bought crafting stations. Did not really form relationships with NPCs, but asked a ton of questions and was on good terms with everyone, without telling much about himself. Sometimes just left mid conversation. Spent a lot of time out and about, probably exploring, specced in to persuasion, energy weapons, crafting and stealth. Went out of his way to repeatedly upgrade his jetski and was the only one who bothered to fully explore all philosophy options with the Ferryman.
Basically all you would expect from a PC.
OT: so no use for the shard apart from some info from Quinton and Octavia?
