Can I buy jet ski before join aegis?

If I have enough money can I buy jet ski at ray's shop and enter expedition zone without joining aegis?

As far as I know the shop is closed before that, so no.

You can steal it (from the closed shop), but doing so requires a ton of subterfuge and will almost inevitably cause the whole Core City to go hostile.

I don't think it's possible to steal any of the jets from the ship without pissing off core city/aegis/protectorate. There's no way to disable the cameras and if you destroy them from outside their sight range it still gets traced back to you because you're in a "controlled zone".

You can steal a lot of other stuff from the store though.

You CAN steal a jet ski from core city shop (before you join Aegis) without turning anyone hostile.
It just requires solid subterfuge skills (lock-picking 110 door and good stealth) AND good understanding of camera mechanics.

So how do you hotwire a jet before the camera turns red? As soon as that happens it's over and destroying them is not an option. Do you have to have the Burglar feat?

Yes. Is it something about camera animations? They look static and appear to see at angles they shouldn't but maybe their line of sight cone is actually moving? I don't get why is it their support handles that change colors and not the actual camera lights. They feel bugged.

Ok, cool. I only tried stealing the fancy ones inside but couldn't even open the gate without the camera seeing me although I didn't think to use Sprint or Temporal Contraction.

That's the funny thing about cameras: stealth is irrelevant, speed is quite VERY relevant.

Think of it as a traffic light. Green - good to go, yellow - close but not in danger yet, red - you are dead.

Maybe you can shoot off a jet ski driver on the inner ring and take his ride. Ideally you get him when near land (so you can steal it) using a melee weapon. Shooting them often destroys the ski.
Maybe you can get one from the protectorate guys west of the harbor. They were hostile when I entered from the water side, as opposed to all others of that faction.

There's a Protectorate outpost in the Ring with one of their tanky jets. If you kill them all so there are no witnesses you can just take it. I was able to get into Core City with it no problem but I'm not sure how actual Protectorate troops would react if they saw me with it.

Naturally you can't sell it since it's a stolen "cop car".
