Ye, the waiting (i.e. start and do something else) is imho ok, but either the QL randomness or the price could be better. I tend to use cheatengine to refund every plate below ql140, but only when playing a tin can. For the 1-2 infused leather items, I usually have enough money and dont care that much for the quali anyway.
And I tested it at exactly 20 minutes using the in game max speed and it was ready. Not sure how much sooner it could be on that setting.
Ye that sounds ok - but I don't think it's any faster except the timer has a randomness factor. My shortest time was something like 27minutes. I tried it earlier a few times, but it wasn't ready - but it can be I was waiting a few moments in his area, making that "test" pretty invalid. I haven't really tested it (at least not with a precision I would call it a "test" without making myself scientifically ridiculous). I took the 30 min as a vague time to plan with (as fights, maybe loading screens and such stop/slow the clock) and was fine with it ;o)
Metal armour can be nice on the right build if you're willing to spend forever reloading to get enough plates too.
