Does anybody sell Toxic Sludge?

General goods vendors can have it. Harold, in SGS, for example.

Nobody is 100% guaranteed to have it when their inventory resets.

Just walk around - you will find it plenty and for free (i.e. around Viridescent Quarry)

It is kinda rare on merchants anyway. I found it mostly while exploring in toxic barrels. I was mostly using it for special ammo and a few grenades for the foundry.

Yeah, I have learned my lesson. Just mucking about with the tchortists first missions has landed me with more gas grenades then I really know what to do with :P
