You are left with hoping it shows up on any of the high level vendors who do not have specialized inventories, such as the one the Occulus.
(or just use collectors edition for merchant refresh)
I've dropped in a few times but haven't seen anything over level 110. I think she might be limited to about quality 100 cloth.

SGS has a very low cap compared to the rest of the game so I won't find endgame cloth there.
Derica, as I said above, is capped about 100 or so and doesn't give any up to 160 quality.
I'm with the Protectorate on this run so Free Drones are out but I don't remember them having anything special. You might be right on this one though.
Such high quality black cloth isn't available every time you visit the shop. There's a chance it will spawn. It's not high but if someone needs high quality cloth those shops are worth checking, especially since you didn't side with Free Drones.
I'll keep checking Derica since I'll be stopping in on my selling runs anyway but I have been checking with her every time I've been in there many many times while playing after having finished the Core City quests. So I'm doubtful she'll give me anything good...
So keep looking and hoping :)
Ezra does it as well but he's far more consistent in having high quality stuff as well.
