Doctor Zilch?

So I searched google, wiki, here, found nothing about this guy. I was walking near the merchants in Core City when this doctor suddenly runs into me asking to drink this weird liquid. I said I would drink if he drank first, got a skill check for strenght (7 I think) to force him to drink it. He dies shortly afterwards... and then nothing, his corpse is still on the floor several hours later and so far found no connections between him and other quests, if he has any that is. So I'm curious is this guy just a random NPC trying to kill you or is there more story about him?

Ah, thanks for the info. I've been playing the game today with little pauses since this morning and this guy appeared right after I accepted the Abram/Jack Quicksilver's quests, but found odd none of them would even mention the guy when I talked to them. And since Jack warns about crackles on the wall and be careful I wondered if it had something to do with them
