Third Abram quest

Where exactly is this guy? I searched every area outisde the Junkyard gate and I can't find him. Where is this "west"?

You have to be approached by a messenger first before you can do the quest to free Maura. Just walk around Junkyard between the embassy and the Black Eels and he'll talk to you eventually.
Once you are approached, you can find Abram by going one screen west of the Junkyard gate, and there should be an opening in the north wall where there were some rocks blocking the way before.

Is there a point in the game when the messenger won't approach you any more? I'm wandering around Junkyard but no messenger ever approaches me.

The messenger is always one of the NPCs near a barrel in the map where Fixer and the embassy are. It's one of the two guys right before the checkpoint with the gangsters, near the east exit. He won't approach you immediately after finishing the 2nd quest; you have to let some time pass in-game first.
