Any point to Low/Medium Frequency Shield Modulators?
I know they buff the defense against low and medium speed attacks however so many of those at least partially ignore shielding so it seems unnecessary to use them when a good High Frequency Modulator is available

It's easy to be in a situation when high frequency shielding is already high enough to absorb all high frequency damage (provided that the shield has enough energy left).
At this point even minor improvements to lower frequencies is still a net gain.

Actually, if you check the Underrail wiki @ http://www.underrail.com/wiki/index.php?title=Impact_Speed#Shielding, you'll notice that crossbows, cyrokinesis, pistols, SMGs, and frag grenades all shoot out projectiles that travel at Low to Medium impact speeds, making Low / Medium, Medium / Medium, and High / Medium Frequency Shield Emitters arguably the most useful.

I have never crafted using 2 high frequency emiters. I always mix a High with a Medium. I will mix a High with a Low if the Low is of unusually good quality compared to the best Medium I can find at the time.

I'm using Low-Low and feel fine, at least those crossbowers can suck ♥♥♥♥.

The lower frequencies are definitely the way to go if you invest in crafting.
