Report a translation problem
Click on the bottom bar of Steam to check if there are any game update in queue. If there are none, then the issue is on Steam's end. Perhaps restarting Steam would work, or verifying the files' integrity as the person above suggested?
Thats not how manually update, that does the same thing as trying to run the game when there's an update queued already.
This is how you manually update.
Any time you know an update for a game is already out, and you're not seeing it in the downloads page, restart steam and that *should* fix it. I say should because it sometimes takes a couple times to get it to pick up on it, especially if you have a lot of games installed.
Sometimes, automatic updates are set to a later date than the release date. In that case, you can click on the "update now" button so that Steam downloads and installs it immediately instead of waiting for said later date to do it.
For example, if an update is released on Friday, Steam may decide to download/install it for you automatically on Monday (so 3 days after the release). You could wait until Monday to get the update as your Steam planned, or you could just click on the "update now" button to get it now. That is updating the game manually.
