Stuck on Horno Island - How do I build the electric gun?

So I just saved the guy Dr Miller is with using the defibrillator. Then she tells me that there is a jumpsuit guy in a safehouse where I need to build an electric gun. Where do I get the blueprints for this? I can't combine any items for a new weapon!
