Finally after a few years I found out that in order to unlock deer head drops, you need to get an achievement, the achievement is Survival Veteran. After unlocking the achievement the deers dropped 4 heads in a row :D
I’m so excited right now and since I have seen so many questions about this but no answers I decided to write this and hopefully help some of you. HAVE FUN!
