Report a translation problem
Do you have any other peripherals plugged into your computer? Like a joystick or a controller? Sometimes if you have something connected, it's sending input to the game even though you're not using it.
My other suggestion would be to disconnect the mouse, reboot the computer, and then try running the game with another mouse plugged in just in case the OS is doing something funky like remembering the mouse's input even when it's disconnected. It sounds ridiculous, but honestly I've seen weirder things happen.

I managed to fix the problem on my computer. I had a gamepad emulator set up (I had never used it and had forgotten to uninstall it). now that I've uninstalled it, the game works fine.
