The game itself is more or less finished, new content will be probably only added to the T2 campaign (the different story strands).
My recommendation depends on what you are willing to do with the game honestly.
While the base game might not look like it offers a lot of gameplay (the stories alltogether probably don't take more than 20hrs on Expert/100%), the rabbit hole goes deeper than you might anticipate.
The workshop offers a lot of variety and constant map jams are sure to keep the new stuff going. Aside from just maps, the game offers a very very good scripting interface, so if you are into programming you can make more than just maps. If you're not that much into programming, you can still make some script magic work with some frontend scripting mods like Drika's Hotspot.
Also you can mod characters, attacks, just about anything in the game.
Only a few handful of other games can say that they open up the game core this much.
Plus there's also a lively chat going on on the Wolfire Discord server if you ever have questions about the game, how to mod stuff etc.
Long story short / tl;dr:
If you are eager to spend time beyond just playing and get your hands dirty with some editing and modding, you will never look back to the money you spent even if you paid full price.
If you are still unsure, buy the game on a sale, check it out and if you don't like it, refund it.
In fact there is actually a map jam running right now.
I played the alphas and I liked them. but still it's feel like an alpha (again[sorry] for me).
I hope they will make a second game, maybe an open world or again using level, but more "full" with content.
Again, what you said was very helpfull, and explained very well the state of the game, you highlighted the strong point of the game and the weak point.
The combat is seriously fun but the game feels like it's still in early access. The levels feel like Gmod maps, the story isn't very deep and has no voice acting and some levels look really nice whereas others look pretty ugly like they aren't done yet.
I'm not trying to bash the game because i did enjoy it but it clearly isn't finished.
Nothing to be sorry for, it basically is. They've been ♥♥♥♥♥♥♥ around with it for 10 years, and when they got bored, they used in game functions to glue together a single player campaign and there's that.
Now if you're creative, or rely on Steam Workshop, there's some bonus longevity to be had, but as a standalone, it basically IS a raw engine.
