TL;DR - SUMLauncher is broken right now, and for the foreseeable future. It was never a Wolfire project to begin with (it was made for and by the community), so I can't really fix it on my own. The work-around for now is to manually install mods. Here's a list of all the forum mods that were made available by SUMLauncher: https://forums.wolfire.com/viewtopic.php?f=13&t=44783

Many of the best mods have already been ported to Workshop, and that's probably going to be much easier to use. I recommend that, unless you really have a hankering for digging into some old-school modding :)
