Unfortunately it's not possible to change the mouse sensitivity in-game. The line "mouse_sensitivity = 1" in the options.txt is a remnant from the development of the game and unfortunately it doesn't work, which you probably noticed in the game. Sorry for the confusion. Just return the line's value back to "1" to make the mouse work normally again. Or remove your whole options.txt, then launch the game, this forces the game to create a new options.txt with all default options which you can edit after.
So, if you want to change the mouse sensitivity I recommend you to do it through Windows or another program. It's also possible if you have a gaming mouse that its program can set a specific profile for the game which makes the mouse too sensitive - you could also check this isn't the case or possibly set better sensitivity this way.
