[EDIT] Ah I think I just figured it out! If you attach the cape to the head and then use the arrows to move it down rather than just repositioning it with your mouse, it should move with the head and also go behind everything correctly. You just need to click on the other body parts and move them forward.
[EDIT 2] I could've sworn I got this to work last night, but just tried it again and had the same original problem...Back to the drawing board I guess.
