In this case you can delete/edit the config file.
You can find the file in:
users\user\AppData\Roaming\Godot\app_userdata\Canvas of Kings
After deleting the file, restart my tool. This should help.
If you open it with a text editor, you will find various "human readable" parameters for e.g. the graphics quality.
The values are set automatically, depending on your graphics card.

I hope someday dev can somehow fix this issue. It feels absurd for a black & white application to need high graphic card requirements

Unfortunately, it's not "just" a simple black and white application. Color wouldn't make a difference either.
My tool is 3D and I preload several things to make cities and other maps work smoothly. Vulkan is required. And Vulkan basically has a larger base load. The VRAM of the graphics card is usually the most important factor.
Reducing the requirements will only be minor and not enough. I recommend a GTX 1050 4GB or similar. Sorry.

I'm having a similar issue - Canvas of Kings crashes on startup. I ran the demo on this PC with no problem a couple of months back, but the full version doesn't want to launch. Looking in the godot/app_userdata/Canvas of Kings file there doesn't seem to be a settings file to delete/edit. Do you have any suggestions?
If the folder: users\user\AppData\Roaming\Godot\app_userdata\Canvas of Kings
already exists, you can delete this entire folder and restart it. A config file should be located directly in this folder.
You could also try copying/renaming the demo folder to "Canvas of Kings"
(users\user\AppData\Roaming\Godot\app_userdata\Canvas of Kings Demo)

The first start can sometimes take a little longer because the shaders are being created.
It depends on your graphics card. I recommend something similar to a GTX 1050. The base load of Vulkan is relatively high.
Sorry about that! Unfortunately I have no experience with your graphics card.
Are your drivers up to date? Vulkan is required. Are you using Linux by any chance?
Apparently, according to the internet, AMD has dropped Vulkan support for Linux for Vega cards. I'm not sure how it is with Windows.

I am having the same issue but with the demo.
It starts, stays grey for a while on first start up - goes to the "made with Godot Logo" then to the main splash screen.. but when I mouse click on anything including dismissing the splash message, it crashes. I tried again without any input and it also crashes consistently. I disabled steam overlay and it didn’t help. I have the latest drivers, re-installed demo, checked files integrity, ran as admin and restarted my PC.
I noticed that the AppData folder is created with shader cache but no config file created and log file inside the log folder is empty, same for Vulkan folder.
Current Config
AMD 7800XT with 24.10.1 drivers
Intel i9 9900k
32GB RAM
Windows 11 24H2
Running on SSD

Unfortunately I don't think it has to do with the config file. There is nothing important in it.
But I suspect it probably has more to do with which graphics card is used. Windows (since win10 20H1 and in win11) now sets this automatically and overwrites the settings of the AMD/Nvidia panel which graphics card is used. You can set this in the Windows graphics settings.

The Intel i9 9900k has an iGPU (UHD Graphics 630, as does the i5 8600k, for example).
Both seem to cause challenges both with AMD (your 7800XT) and with an Nvidia GPU (3080).
Unfortunately, I don't have a solution at the moment.

Also the config.ini did nothing for the full game. What I did for the full game is run it in windowed and copied config file from demo
