What I usually do is uninstall the entire Punkbuster suite through Windows Control Panel and then verify game content through steam. Steam will then realize several folders are missing and re-install Punkbuster.
Then I go to the punkbuster site and download the latest version and install it manually. Then I run a check through punkbuster's .exe to verify that Punkbuster is up to date and working. This step is usually just a semi-useless confirmation since punkbuster can tell you everything is fine when in fact it's totally corrupted and broken.
It's a shame EA uses this horrible service, just one look at PunkBuster's (EvenBalance) website shows how shoddy and unprofessional EA and Punkbuster are.
I love BC2 too much to give up on it, but the BF series is dead to me because of Punkbuster and a few other poor decisions about BF that were made by EA.
