My vote for best shotgun is Neostead with slugs. It's not as easy to use as the Saiga or USAS, but it can one-shot kill in close quarters, and you can snipe people with it from further away.
Most people like to run around with SAIGAs and USAS'.
And on hardcore you get a freaking railgun from 870 + slugs + magnum ammo.
Correction: almost without decrease.

The only difference between the pump actions is reload speed, and the Neostead wins by a mile in that regard.
That was my favorite way to play, slugs as assault. Infinite ammo, deadly damage and accuracy, and C4 to handle vehicles.
Pump action slugs themselves also got a slight change in damage dropoff ranges. The minimum damage range was dropped from 40 meters down to ~35, but the max damage range was increased from 8 meters to 10 meters, making slugs more effective in close range and really not changing much at all at long range.
So yeah, that's everything anyone could possibly ever want to know about the balancing history of slugs. I always lose the links to these stat sheets, but if I can find the link I'll edit them in here.
Has crazy spread, has an awesome flintlock-firing sound, and the reload is so badass. I love the whines from people when they get killed by it.
