Because they want you to spend money on map packs, not play single player content.
If you actually want to have a fun coop experience, try putting a couple hundred hours into learning how to play ARMA 3. It is possible in that game, but it isn't easy to get started.
For my money, the best thing you can do is to NEVER buy another EA game, until they get the point that people want to have fun playing their games, not get screwed for money and a worse product than was offered back since Battle Field 1942.
There is a small glitter of hope though! There's a guy on the emulator nexus forums who has managed to get AI to show up on multiplayer maps. He was talking about how they actually flanked him. He was working on reconstructing the AI paths from the xbox version of Onslaught. I don't know what became of that, but it looked promising at the time.
To be clear though, there is no onslaught mode in vanilla BC2 on PC.
When there is no one playing the BFBC2 Vietnam maps anymore,
you aren't going to play Onslaught Mode.
If you want to do anything, you can buy a new map pack for BF4 or Hardline, and play there.
