Report a translation problem
When the "Allocating Disk Space" window bring up, it will stuck, but the game will install in background, when the game is downloading, you have to exit from steam and relaunch it and the window saying "Allocating Disk Space" will disapear.
Try this and sorry for my bad english :/
This worked for me, however... now I have a new problem. Now that the game is installed and all good, it won't launch because it can't request the key from steam. A lot of other who passed the installation have this problem.
Yeah im having that issue now, EA said they cant do anything and Steam support is ♥♥♥♥♥♥♥ horrible so ig were screwed.
It's too bad, I have the PS3 version of BC2 so I wanted to see how much better it was on PC.

I think is the CD Key issue, because i'm having this issue too, and a lot of people.
Well, we'll have to wait.
EDIT1: I can confirm the shutting steam down and restarting while it's still downloading does allow the install to work but I am now unable to get my cd key to start the game.
