You should be able log on to Punkbuster protected servers
Note: Razer softwares are known to have issues with Punkbuster.
Also your firewall could be preventing PB from communicating with their servers. Since punkbuster isn't integrated with whatever game it is you are playing, it starts its own connection and as such is usually blocked by firewalls that think it's an attack.

Punkbuster problems
You may not be having the same problem as me, but when I got this problem:
RESTRICTION: Service Communication Failure: PnkBstrB.exe initialization failed.
-> or any punkbuster problem, the below solution works for me (don't know if it will for you)
Download this:
http://www.evenbalance.com/downloads/pbsvc/pbsvc.exe
Restart the PC, and run pbsvc.exe
(also for me, I discovered that certain versions Razer Cortex (may include other programs/antivirus as well?) crashes punkbuster
