I took each of the ones they can wear but I'm missing about 20 photos in that category

You get the rest 20 panties from gacha machine in the candy store. Each girl has 2 ex panties.

I'm at 60%, but when I try to use the machine at the candy store it doesn't work, it says I need to find all the panties first.

You may be missing Mentai and Uncle's undies. Once you clear Miyuki's story you should be able to play Menko with uncle for his (same with every heroine)

  1. Have all undies (3 per girl)
  2. 1 from Mentai-kun and Uncle through Menko (Right-click them)
  3. Go to Candy Store Gacha Machine
  4. Spend a total of ￥20,000
  5. Use Panty Achievement to change girls' undies
  6. Snap photo
