I can't find the 20 last entries despite seemingly having obtained all of them and getting achievement 10 "collector".
Each girl has only 3 types of underwear for me. Are there more unlockables? What am I missing?

I finally found it!!! Thanks to the screenshots of the japanese guide. The gacha machines in the candy shop sell new lingerie for each heroine (2 for each).

The ones inside juste besides the baits.
I checked on an old save and yes that is why I never saw this before, I had checked them from the start but nothing, it was just decor at that point like your case probably. You probably have to get the achievement n°10 collector (getting all the initial panties 3 per girl) to make them usable. To do this easily you can challenge them at menko if you cleared Akari route and the girl's which you want to obtain them. (rummaging in the dressers is really random)

i got this achievement but cant interact with gacha machine

Since it's literally the last thing I did, I had all achievements and endings and spend god knows how much time trying plenty things, I am not really sure what exactly triggers it.

I tried a bunch of old saves and I can at least deduct some things, I can interact with the machine although not having every achievement, not having seen all endings nor clearing the extra stories.

BUT I have cleared all routes and I can interact with the machine but you need the 32 panties (3 per girl so 3x10+ the 2 from boys: Uncle and Mentai-kun) to be able to get the new ones from the machine (the collector achievement n°10 does not suffice), if you miss one or more the machine rejects you and Boku wonders if he misses some.
Considering the nature of said new panties in the gacha, the most probable trigger to be able to operate it is having cleared all routes so having the 12th achievement. Since you get one randomly each time for any of the 10 girls it would not make a lot of sense if you get one for a girl you haven't romanced or even met.
