iOS Carma1 app - any way to side load it?
So the old C1 iOS app was a guilty pleasure of mine on iPhone and iPad. and I really miss it. Is there any way newer version of iOS/iPadOS will allow it to be installed if you still have it listed in your (free) purchases in iCloud?

I don't know, but if you can't find a way to side load the game, take a look into emulation. There are iOS emulators for windows.
