I think you can use a friend from another EU country to gift it to you on Steam, maybe. Or search for keys on sale online.

Profile says Germany and if you have Germany selected here as well: https://store.steampowered.com/account/change_country/ then Steam won't allow you to buy it. Or maybe it's Parental controls?

Reincarnation was totally replaced by Max Damage.
In my opinion, Reincarnation was the better game, in spite of some additional maps and cars. The changes in scoring and the graphical changes ( the blood and gore) made Max Damage the lesser game .
If you didn't get Reincarntion, you missed the boat.
I think I'll go play it now.......

Games like it got blocked by Steam and games like POSTAL or hatred not. To make sure, POSTAL and Hatred are underrated masterpieces. My point is that Steam's logic is quite confusing.
