Help with quest: Pirate Alliance (Spoilers)

Loving the game so far. I joined the demon hunters and with the pirate alliance quest I only have Alliance with the Inquisition left. The quest marker points to Sebastiano on Tacarigua, but when I go there he won't talk to me. I did uncover his involvement in Di Fuego's death earlier in the game.

Does the inquisition alliance just happen later or am I doing something wrong?

You need to find Di Fuego's corpse, the sword Sebastiano used for the murder weapon, a letter in his chest and to talk to the night watchmen to find out about how he and Di Fuego left together and Sebastiano came back alone. Don't accuse him until you've finished working for him. After you hit the right chapter his ship will attack yours like the sea monsters and Morgan's did. Once you beat him in the ship battle, then the Inquisition will join your pirate alliance and they will hang around Antigua.

If you take Horas outside of Tacarigua, that will trigger Sebastiano to chase you.and then you will encount him at sea battle.
