Error code 0x0025. I can't seem to connect with another copy of the game on the same LAN.

I have this game on both Steam and PS4/PS5 (Tournaments will be ran on this exclusively in my area --ugh,) and I cannot connect to the room even after adding the account as a friend. I did this with my brother's steam copy, and it did the same thing. I can make friends with the account, but cannot invite them, or vice versa, to the public room.
