How to get Cyclops "Astonishing" uniform?
There's an icon on the map next to the bridge, but it's nowhere to find. I tried to search under this location, tried using Cyclops, Jean Grey, Havok, but still no luck.

He wouldn't appear for me for AGES. It wasn't until much much later in the game when he appeared there.

I kept checking back on that location after each story level and had no luck. It wasn't until after I beat the last story level that the character showed up. So, I guess just beat the story and he'll appear.

Maybe you need to beat other side quests?

You should do the first taxi side quest in order to achieve the Astonishing Cyclops icon (the second side quest). I don't remember clearly, but I guess that the location is around the Financial District
