You still need to do the Ghost Rider race that would have unlocked Spider-Man FF. It's on a dock on the far west side, one of them that has a large blue crane running the length of the dock. He's at the far back of the dock. Race him, and then he'll pop up again on the North side to unlock Mr. Fantastic FF, then find him one last time on the East side for Ghost Rider's motorcycle.

my brother has Ghost Rider's moter sicle,but not Mr. Fantastic F.F.
