Worked for me on the same issue.
According to Urban Dictionary, v synch means vertical synchronization, and it has to do with how the graphics/video card renders quick 3D movement.
Here is what I did to fix the issue. Maybe it can help you too.
FYI: I am playing this game on a PC.
From the main computer screen, I right mouse clicked.
From the menu that popped up, I selected "graphic properties".
This opened a new window. For me, it was called "Intel Graphics and Media Control Panel".
On this panel, I selected "Advanced settings".
From there, I selected "3D".
Then, I checked the box "custom settings".
On the Vertical Sync menu, I selected "on".
And then I clicked "apply".
I'm not sure what this will do to the rest of my computer, but when I went back through and replayed the level, this time the railing was destroyed like it was supposed to be.
