Is "Toad" bugged?

I recently loaded up my save after not playing for a while. Noticed there were 2 characters I haven't unlocked. One was Stan Lee, which I already knew about. The other was Toad, which is odd, because I know for a fact I completed all of his missions and unlocked him. I checked the wiki to make sure I was remembering right. Anyway, I went back to where his missions were, and, to no surprise, they weren't there.

Is Toad bugged out?

No. I unlocked him this past week w/o issues.

I'm wondering if my purchasing the DLC after I had already unlocked him bugged him out.
