More graphics options?

I have a terrible pc when it comes to gaming and I really want to play this, but it runs at an unplayable 10-15 fps max. I've tried turning the graphics as far as they will go but it still runs poorly. Is there any low-graphics mods or cfg files i could try, or a way to decrease the draw distance? Or even a way to access the console commands?

The only thing you can try tweaking is the pcconfig file located in AppData folder.
