Ah so i should finish the game first then free roam?
After finishing Level 3 ('Exploratory Laboratory'), you'll have access to the Manhattan hub for the first time.
At that point, there are already plenty of character tokens, side missions, citizen missions, gold bricks and races available to do.
Once you've collected certain amounts of gold bricks (5, 10, 20, 50, 75,...), you'll have access to the side missions.
That means you should always be able to play something new, whenever you come to Manhattan between the story missions.
My only suggestion:
Don't start any Free Play (neither main missions nor side missions) before you've finished story mode (or until you've got characters with magnetism and cosmic power).
It's really tedious if you have to replay a whole mission, just to grab one container with one of these powers at the end of the level.
DLC vehicles, characters and races are immediately available in Manhattan, making several collectibles available much earlier, so it's in some way "paid cheating" DLC.
None of these DLC content affects the achievements, BTW.
